RESIDENCE PERMIT IN TURKEY

Turkish residence permit system is governed by the Law on Foreigners and International Protection (Law no: 6458, Enacted 11.04.2013). In compliance with the Decision of the Council of Ministers dated 10.10.2011, No: 2011/2306, starting from 01 February 2012, the total duration of stay of foreigners who visit Turkey as tourists cannot exceed 90 days in any 180 days period. Foreigners who intend to stay in Turkey longer than mentioned period (90 days in 180 days period), are required to apply for residence permit.

DURATION OF STAY SHOULD NOT EXCEED 90 DAYS
According to above mentioned decision of the Council of Ministers, if their visa exemption period or duration of the visa is sufficient, foreign visitors may remain in Turkey without residence permit maximum for 90 days (either consecutively or separately) in any 180 days period prior to their departure. After 90 days, in order to remain in Turkey, foreign visitors need to apply for residence permit. If visa exemption period or the duration of the visa is less than 90 days, foreign visitors might extend this period up to 90 days within Turkey.

THE 180 DAY PERIOD IS CONSIDERED RETROSPECTIVELY
In calculation of 180 days limit, Law no. 5683 states that foreign visitors are not permitted to exceed 90 days within previous 180 days from their date of DEPARTURE. This means in the calculation of duration of stay in Turkey, foreign visitors should look backwards from their present point or from the day of their departure.

RESIDENCE PERMIT APPLICATIONS

Currently, residence permit applications are made directly to the newly established Directorate General of Migration Management through the online system. You may refer to Law on Foreigners and International Protection for detailed information about the residence permit application procedure, the different types of residence permits and the extension applications.

Residence Permit extension applications might be submitted online within 60 days before and in all circumstances before the expiry date of the residence permit. After the extension application, applicants will be given a document which is not subjected to administrative fees. During the extension evaluation period, foreigners will use this document to continue residing in Turkey legally.

Although it has been underlined that starting from 01.01.2015, First Residence Permit applications will be made through the Turkish Consulates, until further notice from General Directorate of Migration Management, first residence permit applications can also be made within Turkey through local offices of Directorate General of Migration Management.

From May 18, 2015, Residence permit applications started to be accepted through E-Residence system launced by Directorate General of Migration Management.

For the first applications and applications for transfer, foreign applicants need to fill the online form and get an appointment from the nearest office of Directorate General of Migration Management through the “Central Appointment System”. After filling the form, the system automatically shows the address of the nearest DGMM office and the list of the required documents, it calculates the application and card fee and also sets the available dates and times for the appointment . Foreign applicants can legally reside in Turkey with the application form until the appointment date. However having an appointment does not grant any right to enter or exit Turkey. Once the application is submitted on the appontment date and after having signed and stamped the Residence Permit Application Document, foreigners might exit and re-enter Turkey within 15 days.

As soon as you finish filling the application form, the next step is to arrange an appointment. For foreigners, who reside in Istanbul, the appointment date and time will be given by the system automatically. Foreigners, who reside in other provinces are able to choose the date and time of the appointment by themselves.

Once you choose the appointment date, the system will automatically calculate your residence permit fees, which could be paid by credit card or at Tax Office of your province.

Moreover, foreigners have an option to cancel the application form.

Applications for extension are also made through the e-residence system. Applicants are required to fill similar forms and send the required documents along with the application form and payment receipts to the address of the nearest DGMM office within 5 business days. After filling the application form, an application document for residence permit is produced by the system. Foreign applicant is allowed to reside in the country legally using the application document as a residence permit until the completion of residence permit procedures, but this document does not grant the right to enter or exit the country.

RESIDENCE PERMIT FEES

Typically, residence permit fee is the sum of three different fees: the Residence Permit Card Fee, the Permit Fee and the Single Entry Visa Fee. However residence permit fee may vary according to the reciprocity principle and the nationality of foreigners as certain nationalities are exempted from the single entry visa fee and different amount of permit fees are applicable for those nationalities. In accordance with the Public Notification of Charges published in Official Gazette (No: 29221 30 Dec 2014) Work and Residence Permit fee schedule has been updated. TYPES OF RESIDENCE PERMITS & REQUIRED DOCUMENTS

Law no 6458 on Foreigners and International Protection specifies six main types of residence permits.

(i) Short-Term Residence Permit,
(ii) Family Residence Permit,
(iii) Student Residence Permit
(iv) Long- Term Residence Permit
(v) Humanitarian Residence Permit
(vi) Residence Permits for the victims of Human Trafficking

Please consider that all of the different categories might have different application procedures and might have different required documents. Although Expat Guide Turkey has taken great care in compiling the content of this page ,we cannot guarantee that all information is accurate and complete. For all kind of applications the following requirements are essential.

    • It is required to have a passport or a document substituting a passport which is valid at least 60 days longer than the requested residence permit period.
    • A photo must be taken within the last 6-months (frontal, clear face, in a way that the foreigner can be recognized easily) with a white background and biometric.
    • In cases where passport information is not written in Latin letters, certified translation by a sworn translator or official authorities shall also be added to the application.
    • If name and surname are not written separately in passport, it is required that you submit a document taken from your own country representatives showing clearly the identity information to the administration.
    • A birth certificate may be requested for foreign minors.
    • In cases where the person concerned is under the age of 18, a deed of consent shall be given by his/her mother/father who lives abroad or by a legal representative or by a natural/legal person or entity recognized in Turkey.
1. SHORT- TERM RESIDENCE PERMIT
Short-term residence permits are granted in accordance with the visiting purpose of the foreigners. Short-term residence permits will be issued at most for one year. Short term residence permit might be granted for the foreigners listed below who have suitable accommodation conditions in Turkey. It is essential that foreign applicants should have a passport valid for at least 60 days beyond requested residence permit period. Additionally, foreigners might be asked to provide a criminal record from their home countries if Turkish authorities consider it to be necessary.

a) Foreigners who come to Turkey for scientific research.
b) Foreigners who own immovable property in Turkey.
c) Foreigners who come to Turkey for business relations or opening business.

How to get a short term residence permit on the basis of business visa?
d) Foreigners who come to Turkey for in-service-training
e) Foreigners who come to Turkey as a part of international student exchange programs or in line with international agreements in which Turkey stands as a party.
f) Foreigners who come to Turkey for tourist purposes.
g) Foreigners who come to Turkey for medical treatment except from those whose illness might cause a threat to the public health.
h) Foreigners who need to stay in Turkey due to requests or decisions of judicial or administrative bodies.
i) Foreigners who seek transition from Family residence permit to Short-term residence permit.
j) Foreigners who come to Turkey to attend Turkish Language Courses might be granted with short-term residence permit at most two times.
k) Foreigners who come to Turkey for training, research, internship or traineeship purposes through Turkish Public Institutions might be granted with short-term residence permit at most one time and not more than for one year.
In the case of staying outside Turkey more than 120 days within one year, Short Term Residence Permits might be cancelled. Applications of foreigners who are subjected to deportation or entry ban decisions will be rejected.

Foreigners who come to Turkey for training, research, internship or traineeship purposes through Turkish Public Institutions might be granted with a short-term residence permit at most one time and no more than for one year.

2-FAMILY RESIDENCE PERMIT
Family Residence Permit is granted to the foreign spouse and/or foreign children who are under statutory age and dependent foreign children of foreigners who have valid residence permits, foreigners who own secondary-protection status, refugees and people who lost Turkish citizenship by obtaining renunciation permit. Family residence permits will be issued at most for a term of two years on each application. In the case of marriage with more than one partner, only one partner might be granted with Family Residence Permits. However children from the other partners are granted with Family residence permit. In addition, both partners of marriage should be aged 18 years old or above. In granting Family Residence Permit to the children, if dual guardianship is exists, consent of father or mother who also has parental right is needed. Children with family work permit may continue their primary and secondary education without having student residence permits. Spouses or children, in order to apply for Family Residence Permits should have passport which is valid for at least 60 days beyond requested residence permit period. Those foreigners who resided in Turkey at least three years and turned to 18 years old might apply for transition from Family residence permit to Short-term residence permit.
In case of divorce from a Turkish citizen, foreigners who have resided in Turkey at least three years with family residence permits might be granted a short-term residence permit. However in the existence of court decision on domestic violence, the three years duration is not taken into consideration for the divorced foreign partner.
In order to be eligible for a Family Residence Permit the following conditions should also be met. (i) to reside in Turkey at least one year with valid residence permit,(ii) to have monthly income not less than the Turkish minimum wage which is also no less than one third of minimum wage per household members, (iii) to have suitable accommodation conditions in Turkey in line with general health and security, (iv) to have medical insurance which covers all household members, (v) to prove not convicted with any domestic violence or similar crimes within 5 years prior to the application date and (vi) to be registered with Turkish Address Registration System.

RESIDENCE PERMIT FOR FOREIGNERS MARRIED WITH TURKISH CITIZENS

• Proof of Income (i.e. Payslips, Balance Sheet approced by tax Office or Chartered Accountant)

If marriage is performed abroad, marriage should be registered in the Turkish Civil Registry. Marriages might also be registered through the Turkish consulates where the they were performed. In order to apply for registry an original marriage certificate and its notarized Turkish translation with Apostille might also be required.

RESIDENCE PERMIT FOR FOREIGNERS MARRIED WITH A FOREIGNER WHO HOLDS VALID RESIDENCE PERMIT IN TURKEY

3-STUDENT RESIDENCE PERMIT
Student residence permit is granted to those foreigners who will be enrolled to graduate, undergraduate or two years associate programs in the Turkish higher education institutions. Foreigners who will study in primary or secondary education programs, with the consent of their parents, might be granted with student residence permit at most for one year period on each application. Student residence permit does not grant any rights about residence permits of parents and other relatives of the foreign students. The period of student residence permit can not exceed the duration of education.
With the entry into force of new Law on Foreigners and International Protection, foreign students can work in Turkey legally after obtaining a work permit. However foreign students who are enrolled in undergraduate or two years associate programs can start working in Turkey after completing their first year of study. Moreover only for foreign students who are enrolled in two years associate programs, their working hours can not exceed 24 hours per week. Applications of foreigners who are subjected to  deportation or entry ban decisions will be rejected.

REQUIRED DOCUMENTS

Those who will apply for the first time for a residence permit as foreign students should have a student visa obtained from the Turkish consulate in their home countries. After their arrival they need to apply for residence permit within one month.

• Original passport and photocopies of the following pages of the passport: the page bearing the applicant’s photo, the page stamped at the last entry, the page indicating the validity and expiry dates and the page bearing student visa obtained from consulate.
• Valid and updated student enrollment certificate obtained from Turkish schools or universities.
• A bank statement guarantying subsistence, or a letter of undertaking from parents, or if available scholarship documents.
• For foreign students below 18 years old, a deed of consent from parents is required. The deed of consent should be translated in Turkish and notarized with Apostille.
• Valid Health Insurance (one of following health insurances is enough)
*The document that enables benefit from the health services in Turkey within the scope of bilateral social security agreements
*The certificate of authorization received from Social Security Institution
*Proof of application made for general health insurance to Social Security Institution
*Private Health Insurance compatible with Circular Notice no.9 dated 06.06.2014.

4-LONG TERM RESIDENCE PERMIT
A foreigner may be eligible for Long Term Residence Permit for indefinite period of time, if having resided in Turkey legally and uninterruptedly for 8 years with a valid residence permit. However those foreigners who are classified as refugees and conditional refugees or foreigners who own residence permits for humanitarian purposes or who are under temporary protection are not eligible to apply for Long Term Residence Permits. Additionally in order to be eligible for Long Term Residence Permit foreigners also need to meet with the following criteria.They :
• Should not be granted with Social Help within the last three years,
• Should have adequate and regular resources for personal or family livelihood,
• Should have a valid health insurance,
• Should not be considered as a threat to public order and security.
In case of staying outside Turkey for any reasons except from health, education and compulsory public service for more than one year, Long Term Residence Permit might be cancelled.
5-HUMANITARIAN RESIDENCE PERMIT
In the following circumstances Humanitarian Residence Permit might be granted at most for one year. Residence permit on humanitarian grounds can be extended.
a) If the highest interest of a child is in question
b) In case that the departure of a foreigner from Turkey is not reasonable and possible, even if the foreigner is subjected to deportation or entry ban decision.
c) If the deportation decision may not be taken due to provisions of article 55 of the Law on Foreigners and International Protection.
d) During the legal actions taken against deportation decisions or not allowed international protection applications.
e) During the returning process of international protection applicants to the country of first asylum or third safe country.
f) For those foreigners allowed entering Turkey for the sake of state interests or public order and public security (if the grounds for applying another type of residence permit is not available)
g) In exceptional circumstances.
Holders of Humanitarian Residence Permit should register themselves to the Address Registration System within 20 days after they are granted the residence permit.
6-RESIDENCE PERMIT FOR THE VICTIMS OF HUMAN TRAFFICKING
A foreigner who is victim of an offence related to Human Trafficking might be granted with 30 days a valid residence permit for reflection and for him or her to decide whether to take action against the perpetrator(s) of the offence. Residence permits for the Victims of Human Trafficking might be extended at most 6 months each time however extensions can not exceed three years in total.

  4. Good afternoon. I have few questions I would like to clear out concerning my residence. I am currently a student studying in Turkey. The problem is at the moment is that I was actually applying for the extension of my ikamet a week ago before it expires but it didint let me get an appointment because my passport expires the end of November. I knew that was the case thats why İ went to the South African embassy to apply for my passport extension a whıle ago and they told me ıts stıll ın process and would take atleast two more months. My ıkamet expıred on the 20 of september and now I have no ıdea what ıs the crıterıa of one overstayıng ın thıs case. ı went to my goç ıdaresı ıkamet place to asked them and they told me ı should leave the country whıch ı agreed too because waıtıng for my passport would not be a good ıdea sınce my ıkamet ıs expıred. If ı leave before 10 days of my over stay approxımetly how much wıll ı be payıng for my over stay because ı bought a tıcket to SA for the 27th of thıs month. I was to get ıt early but my embassy ıs takıng tıme wıth the emaıl ı need from them statıng my reason of leave ın order for me to show ıt at the aırport before ı leave. I just wanted to be cleared on what happens ıf ı leave before 10 days and ıf I wıll have to pay how much would it be….

  11. My 180 day period will end on 18th October. I will be in Turkey that month until 21st October ( 3 days after the 180 day period ends ) My total multiple visits will total 85 days within the 180 day limit counting backwards from the 18th.
    If I exit Turkey and travel to Samos on the 17th (just as the 180 day period ends ) and return with a new 90 in 180 day visa on the 19th will that be OK?

      You are correct concerning the procedures for the domestical Work Permit application. You can come to Turkey apply for a Residency Permit and then convert it to a Work Permit once you find an employer.

      However we strongly recommend you to first find an employer from abroad and then apply for Work Permit from abroad. It would be cheaper and faster. Please note that our company does not provide Human Ressource Management.

    Previously I thought that I need to purchase a property to receive a residence permit. I have been saving my money for that. But now I am reading that I just need to rent. Is that correct?       It is not mandatory to own a property in Turkey in order to obtain a Residency Permit, a rental contract would be sufficient. The main difference would be that you will get the Residency Permit more easily and for up to 2 years by owning a Property. While with a rental contract you will only be allowed for a 1 year residency Permit. These Residency Permit can be renewed every year without any limitation.

      You should first note that Foreign Ctizens under 18 years old cannot apply for any kind of Residency Permit on their own(Except for the Student Residency Permit). If you wish to apply by yourself one of your parent will need to be present at the time of your application. If you can find a universtiy before coming to Turkey you can apply for a Student Residency Permit directly at your arrival in Turkey even if you are under 18 years old.

      In the case that you are adult by the time you come to turkey, you can apply for Short Term Residency Permit first and then change it to a Student Residency Permit later when you will start your school. Every foreign Students in Turkey MUST own a Student Residency Permit if they wish to study en Turkey.

      Lastly, all of your student Residency Permit will be taken into account if you can find a job right after your graduation.

      Holder of Red Passports (Diplomatic) does not need to get a Residency Permit in order to live in Turkey, for further information please contact you Embassy.

      Holders of a Grey Passport (Service Passport) cannot apply for Residency Permit and can stay in Turkey for the lenght of their permit (Visa).

      A Residency Permit can be obtained based on a touristic Visa without any problem.

      Concerning the Turkish Spouse : Foreign Citizens who apply for a Family Residency Permit are required to be married to an employed Turkish Citizens. If the Turkish Citiznes is not employed we cannot garantee the obtention of the Residency Permit.

      In order to apply for a Work Permit Foreign Citizens are required to first obtain a Residency Permit. Once a Work Permit is obtained only a Family Residency Permit can be obtained. Also you are required to first find an employer in order to be eligible for the Work Permit.

      1. If your parent apply for a Family residency Permit it will be bound to your work permit, however if they apply for a touristic their Residency Permit will not be bound to your Work Permit.

      1. You should note that the Turkish Work Permit is also considered a Residency Permit. For this reason once a Foreign Citizens own a Work Permit they don’t need to get a Residency Permit every year. They can use their Work Permit as a Residency Permit. Also in order to apply for Work Permit domestically (Turkey) the Foreign Citizens need to already own a REsidency Permit.

      2. The Bank Statement can be from a bank outside of Turkey, However the bank statement MUST be in English or Turkish( we advise to use a Turkish one). A bank statement in any other language wll not be accepted in the İmmigration Office.

      If your application gets rejected you have to re-enter the Turkish territory. To do so you will have to exit the Turkish territory, preferably to the country where you are from, then enter the turkish territory.

    So how many days can i spend outside turkey since i left turkey on 22 june 2017?

    I applied for a short term residency in Istanbul , as my first one was denied (reason police visit me and didn’t find me in my house) the officer asked me for a criminal record from my embassy and gave me 1 month to bring it otherwise my application will be cancelled again . Now the problem is that I went to my embassy they told me a criminal record form my country can take up to one and a half month and two months and my embassy can give me a proof that I applied for it and I am waiting for it :
    I can also bring a criminal record from Turkey , is this may be problematic for me ?
    Is it possible for the office to give me more time until the crimial record comes or he will automatically cancel my application ?

    I have three more questions:

    We come back to the immigration office they asked us for a criminal record from my Tunisian embassy or consulate and they told me the papers sould be translated notorised and have an appostile stamp..
    1/ what does it means appostille stamp ? and where I can do it ? ( I live in beşiktaş and in my embassy they don’t do it)

    They told us also a bank account with sufficient amount of money is not enough in our case they asked to prove that we have a permanent source of income.
    2/ Does a support financial letter from my dad for me and for my husband ( as he is his father in law) supported by his bank statement and salary certificate is sufficient ? Because we bring our money and to put it in a bank account the only source of income for us is my dad…

    3/ If they give us the short term residency permit : reason : studying attending turkish course ( they will give us only 6 months as in the student letter ) can we then before it expired ask for a Tourist one because it better of us ….

      1) The Apostil can only be done in your home country. You can also make an attestation from you Consulate or Embassy and Turkish Ministry of Foreign Affairs. The Immigration generally accept Apostils or Documents which are attested by the Consulate/Embassy AND Turkish Ministry of Foreign Affairs.

      2) In general the Immigration Office ask for a letter or documents with you name on it in order to be valid. We cannot confirm if a letter from your father, a bank statement in His name and a Salary certificate would be enough. You should check with the officer where you made the appointment with to check if they would accept these documents.

      3) A transfer of residency permit from student to touristic is possible, however it might problematic and complicated. We advise you to directly apply for a touristic residency permit if you are wishing to stay in Turkey later.

    Me and my husband we applied for a short term residency reason education (for six months) :attending Turkish course ..Today at the appointement day they asked us for criminal record and to prove permantly our financial resources. My questions are :
    – From where I can get the criminal record as we cannot go back home ( Tunisia ) to get it?
    – For the financial resources we have a bank account (it is our own money as we worked before in our home country) my husband has 13.000 usd and me have 5000 usd : we think it is more than enough for six month : Can my dad who is working is Saudi Arabia ( has a good and permanent income) to send me committment to take me and my husband in charge during our stay in Turkey and show them his work certification and his bank statement?

      A criminal Record from the Courthouse in Turkey would be enough. To be able to get a criminal record from the Turkish Courthouse (Adliye) you will need your passport and the name of your mother and father written in your passport. If the name of your father and mother is not written in your passport you will have to show your birth certificate.

      A bank statement in your name with a provision of 6000$ per person a year would be enough. A commitment letter would be only an extra.

      If your Residency Permit is still valid you are allowed to re-enter Turkey without any problem. Also you can re-enter Turkey unless you have got an entry ban. The officer will warn you if you ever get an entry ban.

      You should also note that according to the law the immigration office has the right to revoke your residency permit if you spend more than 6 month outside of the Turkish territory every year. However the immigration office is a little bit flexible on this regulation.

    I would like to clarify an issue that no one seems to be able to give a proper answer to. Even the information on the internet seems to have different information on the matter.

    I have been living in Turkey for a year now and have no intentions of leaving (at least not intentionally). I have a “Short Term Tourist Residency Permit” and have been asking around about the possibility of acquiring the Turkish citizenship, but every person has a different and unclear opinion on the matter.
    My question is simple:
    If I surpassed the 5 years residency period requirement (in addition to speaking adequate Turkish) and in possession of the “Short Term Tourist Residence Permit”, would I be eligible to apply for the citizenship?

      In order to get a touristic short term residency permit foreign citizens have to enter the Turkish territory with a valid touristic Visa. The only alternative to get the right of residency in Turkey is to get a touristic Residency Permit.

      You should note that it is advisable to own a property in Turkey in order to be eligible for a 2 year residency permit.

      The bank account statement is only for adult, so in your case for a family of 5 it would be 1000$ per month for 12 month for a total of 12,000$.

      No if you apply for 2 year residency permit showing a bank statement of 1 year would be suficient.

      The foreigner owning a residency permit have to stay in the city AND adress they stated in their application. The immigration office has the right to check your adress to see if you are physically at this adress. If they cannot confirm your adress they have the right to cancel your residency permit.

      The average lenght of a rental contract in turkey is 12 month.

  64. My kids have dual citizenship by birthright, both my husband and I have different nationality. We have a residence permit which will expire on Sept. 9 and we are currently outside turkey. The current visa of my kids is under the passport nationality of my husband. My question is, if we are going back to turkey before the expiration of our residence permit, can the kids enter Turkey using their current residence permit but the passport that will be stamp in the entry is their passport under my nationality?

    We need to renew their visa with their passport under my nationality and therefore the Ministry of Migration requires the entry stamp on the passport that will be used in the residence permit. If they will not allow this process can they still allow the application of the kids using the passport under my nationality?       1. You can apply for a work permit once you have a valid Residency Permit in Turkey. Touristic Residency Permit can be used to be eligible for the work permit.

  70. My family went to istanbul from Beirut embassy with 15 days visit visa (Zyarit visa) and the embassy told them its only 15 days and they should not exceed it

    Now they are already in Istanbul and they have reserved appointment for residence which will be 22 days later of their visa.

    I have been living in Turkey for around 5 years and renewed my residence permit in February in Edirne. However I have been staying at another address in Didim for most of this year, and police came to check on the Edirne address several times in the last few months to see if I was living there and no one was in when they came. I was planning to change my Ikamet to Didim from Edirne next week, but I have been informed that my Ikamet has now been cancelled as they discovered I was not permanently living at the address in Edirne. What are my options now? I have been told I will receive a letter and I will have to leave the country within 10 days of receiving it. Will I be able to leave the country and return immediately and then get a new 90 day tourist visa and then later apply for a new residence permit? Or will I be able to apply for a residence permit right away? Or will I not be allowed to return to the country (or apply for a new residence permit/renew the old one) for some period of time?

      You will have to exit the Turkish territory within 10 days of the notice. Concerning the deport or ban of territory, you can get further information concerning this at the customs or airport.         If you pay your fine at your exit of territory you should be allowed to re-enter the Turkish territory legally with a new Visa. In case that you get a ban you should go to the consulate and check with them if there is a solution for the lift of the ban.

  90. I have recently renewed my ikamet, sending everything by post. However I need to travel out of Turkey for 10 days. The downloadable certificate of my application says I can travel for max 15 days while waiting for my ikamet card. However it then says the document needs to be stamped.
    Does anyone know where do I get it stamped? As I am renewing my ikamet I dont have an appointment or any means to book one.

    My short-term residence permit is expiring on 8 August 2017 and I will be applying for its extension soon. On the e-ikamet website, there are two things written in renewal information bar on left side of the screen:

    “Renewal of application must be sent with PTT return receipt requested or by a cargo.”

    “After paying the residence permit fee and the document cost of residence permit, you must send all required documents with the receipts (one copy of the receipts will remain with you) in a large envelope sized as A4 and as PTT registered and reply paid letter or via cargo to the provincial directorate where the application is lodged.”

    1. I am particularly confused about return receipt requested and reply paid letters. Should I have to attach the envelope with return address printed on it along with the application form and documents? The return address will be mine address of stay in Turkey.

    2. Which banks accept the payment of extension permit fees? Kindly let me know.

    Thank you for all the advice. I am currently on a working permit in Istanbul, and I am changing employers. My current employer will cancel my work permit once I finish on 30 June, and I know my new place of employment already has a letter from Millet Egitim to obtain my working permit permission. My work permit card says it is valid until 1 September, but I will start at my new job in August.
    I am planning on leaving the country for 2 weeks for vacation with my wife in July (we are legally married in Turkey and she is a Turk), but I’m worried about how I will leave the country. Should I show the working permit and the permission form (On Belgesi) at passport control? Or should I get a tourist visa online before I leave Turkey? Does the work permit stop acting as a residence permit if cancelled?
    Any guidance would be great appreciated.

      We strongly advice you to first make the application for the new work permit, it is called a transfer process. If you do not do the transfer process you will be required to re-apply for a work permit from te begining.
      In the case you have not a valid residency permit you will be required to first get a residency permit and then apply for a work permit. Also please note that the application for a residency permit after the cancellation of a work permit can be problematic since the 23 of January 2017.

    i am now on waiting time for receiving my residence permit card, the officer told me it might takes 2-3 weeks to receive the card which sent to my address.
    Is that for sure only takes 2-3 weeks for receive the card?
    Because on 22nd June i have to go to my country to visit my family for Ramazan Bayram.
    I really confused now because the officer told me i only got 15 days outside turkey when i don’t get my residence permit card yet (i only show the paper about i finish issued my residence permit at the passport control), but actually i have to stay in my country for maybe 1 month for family reason.
    What i want is, i got my residence permit card before my departure day to my country so i don’t have any reason to worry because i heard that when someone already take the residence permit card, he/she is free go outside Turkey without limit days to come back to turkey.
    Please somebody give me advise what should i do?

      If you do not have your residency permit card in your hand, you are only allowed to stay 15 days outside of Turkey. If you have your residency permit card in your hand you are allowed to stay outside of Turkey for 6 month. The residency card is generally delivered within 2 to 3 weeks of the approval of your application. However the delivery of the card can take longer, we strongly advice you to wait until your card come to be able to travel abroad.

    On the online short-term residence application, there is the box “I have a criminal record”. Is this referring to within Turkey, or within the applicant’s home country. If the applicant has a conviction in America, for example; drunk driving, are they required to disclose this? Will their application automatically be denied? I understand that they may request a criminal record check from the applicant’s home country, but that criminal record checks are usually restricted to within Turkey,

    Furthermore, on this section, the question regarding criminal records is in grey text, and not red. A disclaimer on the page says that questions in red are mandatory. Does this mean that responding to the question is not mandatory?

      The section of criminal record referrs to within Turkey and applicant’s home country. I’ll strongly recommend you to write the reason of criminal issues as drunk driving. Besides could you please attach the criminal record check from USA to your application file as a proof.

          There is no such a button as upload the document to system, you can only add your hard copy of criminal record to the application file as an evidence and show it on appointment date. That is right, the criminal record should be translatted and Apostilled. You can get an appointment date while your visa is still valid and stay here legally untill interview date. Regarding getting the criminal record, please contact your Embassy in Turkey in order to get a criminal record from there.

    I am from Pakistan and came here at the university in Ankara in August 2016 for the purpose of carrying out my Ph.D. research work. I was given 3 months researcher visa. Since I intend to stay in Turkey for one year, I applied for a Short-term residence permit. I got my permit for one year (12 months) which is valid until 8 August 2017. Now, I want to extend my residence permit because my research work will require more time to be completed. I have a couple of queries in this regard:

    1. How much amount should be in my bank account so that I can finance myself here for further 10 months? Please note that funding agency only funded for the first year of my stay in Turkey. Any other expenditures incurred during my stay of more than 1 year will be borne by me.

    2. In the case of applying online for an extension of the short-term permit and sending documents to Immigration Office, which document can be used as a temporary ID that will allow me to departure from and re-entry to Turkey while the permit validity is being processed by Immigration office?

    I live in Balikesir and last month my father came here with a tourist visa of 1 month expiry. He wanted to stay longer so we applied for short time Residence Permit. He got a tax number, opened a bank account and even got a 1 year private health insurance. The time we went for the meeting on the given day, the lady in charge told us she wanted a certificate of clean records from us. She told us to go to Istanbul, to our embassy, and get the certificate and then come back again and she will give the permit. She said this was the new law and my father has no record in the system and it is his first time applying so they want the certificate.
    we asked several people and they all are saying there is no such a thing required for applying..
    I wanted to know if it’s for sure or what? What can we do?

    My name is Sameer Khan, and I am from Afghanistan. I have Turkey’s 1-Year Multiple-Entry Visa. Since I over stayed in Turkey, I paid the fine and came to Afghanistan. I have been told that I am banned for three months so I can not enter Turkey before the stated duration. I went to Turkey after 2 and half months and they stopped me at the airport and sent me back to Afghanistan.

    The immigration officer at the airport told me that I can visit Turkey after a month which is 1st of June. My visa will be expired in mid July. I wonder if I go with my current visa to Turkey at the beginning of June or apply for a new visa.

      In the case you have overstayed in turkey you will have to pay a penalty at your exit of territory. You must pay this penalty otherwise you will not be able to re-enter Turkey.
      Also since you overstayed for the first time at your seond entrance of territory you will have to apply for a residency permit within the 10 days of your entry of territory.
      If you cannot apply for a residency permit within 10 days and you overstay a second time you are most likely to get a temporary ban from the Turkish territory.

In the case you exit the Turkish territory your application for the residency permit might be cancelled. If so you can re-apply for a new residency permit if you enter legally with a visa.

  125. Hi, I applied to renew my residence permit on the 13 April 2017. I was given what seems to be an abridged temporary form. I am still waiting for the actual card. But, since applying, I have need to return to my country for a number of months, perhaps three to six. According to the temporary document I have, I can exit and return within fifteen days without applying for an entry visa.
    If I wanted to return in say, three months, would I be able to come in a normal visa and take up the residence permit and stay for the rest of the period allowed?
    I plan to leave on the 7th May. It’s been 3 weeks since my appointment, and I am hoping to receive the card before I fly… just two days. Any advice?

      Unfortunately since you are overstaying you cannot apply for a residency permit, you will have to re-enter Turkey with a valid Visa in order to re-apply. As you already know you will have to pay a penalty at your exit of territory. You can also check these information again by going to your local immigration office. One possible solution if you have to stay in Turkey is to wait untill the end of your exam and re-apply for the Visa.

      Unfortunately your Visa will not apply when your Residency permit expire. You will have to apply for an extension of your residency permit before the expiration.
      The 90/180 rule applies for your husband. He will be able to enter Turkey and live in Turkey for 90 days, at the end of this period he will have to go abroad for at least 90 days. To simplify the rules, your husband can stay at most 90 days in Turkey in a 180days period. He can also use these days on different days. In other word he can stay in Turkey for 1 month and go abroad for 2 month and still come back to Turkey and stay here for 2 more month.

    I have a short term residence permit in Turkey and my permit is expiring on Sept 2017. I’m currently out of Turkey and will be returning after 2 months. I’m planning to renew my passport before going back to Turkey, since it’s expiring next year (2018).     First .. I am a romanian citizen with permit to work in Turkey, rented house, montly income, medical insurance. I’m married to kazakh citizen, for 9 years already, holder of a romanian family resident card with permanent residence in Romania. My plan is to bring my family (wife+daughter) in Turkey and off course to aplly for family resident permit for them.

    Now the questions :
    1. One of the requested document for resident application is Criminal Record. My wife.. from which country should bring this document ? From Romania or Kazakhstan ?

    2. Me .. as sponsor, with already issued work permit/residence card…it is still required to provide my Criminal Record toghether with my wife’s documents ? I have already submited one ..1 month ago when i applied for my own work permit

      If your Visa duration is for only 7 days, once it has expired you can’t apply for a residency permit. However if you applied before the expiration you could get an appointment for the residency permit.
      Since you Visa has expired you might have to pay a penalty at the customs. If you are planning to come back to Turkey don’t forget to pay the penalty otherwise your next visit might be more complicated.

    • Hi, I will tell you about my experience, since you have already notarised you lease agreement and have not changed your residence simply provide copy of the notarised document and keep the original in case they ask for it. If you get your self registered at the “Nafoos office”, the office where you address needs to be registered, you don’t even need to get your lease notarised. It’s a simple procedure of 15 minutes and does not cost at all. You need to have a proof of your address such as a utility bill or house lease agreement ( doesn’t need to be notarised) and your existing Residence Permit. Address of Nafoos office in Kizilay is Sokak Bayinder-1 No. 24/B, Kizilay.

          If system gave you an appointment date for extension of residence permit, it means that there is no need to send the documents by cargo within 5 days. You should wait untill the interview day and submit all required documents to the Immigration office in April 2017. (generally this happens to the foreigners whose first residence permit was given only for 6 months or less)

      My question is i want to renew my family residence permit after nearly 3 years, because my permit is expiring in over 50 days around.
      i am from Germany and my passport was only valid about 6 month and at one of my last trips to germany i apply for a new one and picked it up and come back to Turkey.
      Now i want to renew my Ikamet and the system tell me that my records are not correctly and its not possible at the moment to do it. What should i do ? I must make a new “first” apply ? what happend with my last 3 years ? Or should i go without appointment to Fatih and try to speak with them ? If i must apply for a new one it doenst make sense coz i am nearly 3 years in the country with family RP !!

      Yes, this is correct that 120 days rule has been cancelled already. Currently, foreigner is allowed to stay outsıde of Turkey for not more than 6 months each time.

      You can make a transfer application from one employer to another only while your work permit is still valid. Once it will be expired, the only way to get a new work permit is firstly to apply for residency permit and later to get a work permit on the basis of this residency.

          We will be glad to answer your question as follow :
          1-Once you got a Valid Visa for Turkey you might apply for a Residency Permit wich might take between 1 to 4 months according to the city where you apply for it. You will at first apply for a Touristic Residency permit, once you got the residency permit you might apply for the Work Permit, which will replace you Residency Permit, it will take around 30 working days.
          2-Your children will be able to go to school when you will get the residency permit. However as long as you stay with a Visa your children won’t be able to go to school since they are legally staying in Turkey for a temporary time.
          3-In your case applying directly for the work permit will be better since you won’t have to wait for the residency permit and it will cost you less. Once you got your work permit your familly will be able to apply for a Visa for Turkey and when they come to Turkey they will be able to apply for a family residency Permit Since you are already legally working in Turkey. We would strongly advice to choose this way for you, since it would be faster, cheaper and less complicated since you won’t have to get a residency permit first.
          4-Yes, in the case you apply for a residency permit you can show only one bank account for your whole family. The bank account don’t have to be in Turkey as long as the bank statement is in english, but it would be better if it is a Turkish Bank Account.
          5-In the case you get your work permit from abroad, your family won’t need to get a private insurrance policy because they will be covered by your government social security of your work permit.
          If you first apply for a residency permit you will have to get a private health insurrance for every member of your family.
          6-For the birth and mariage certificate translating and notarising it in Turkey would be enough. However you can also attest it in Turkish consulat. both would work.

    • If you are in Turkey then go directly to the immigration office at Emiyet Fatih police department for emigration and lay your complain. Your problem willbe solve there. Or you reprint your form maybe there was a mistake. There is some appointment consultants who can help just for the appointment form and nothing else. When you get to the immigration police building at Emiyet Fatih go straight (if you are coming from the metro subway) upon compliting the police fence take the right Turn and take like a twenty meters walk right before you there are some small offices there. It is written for appointment. Go there and they will help you reprint your form correctly with the appointment date.

    My fiancé has an unusual situation he is an architect that took a job from Sweeden to Turkey for a 3 phase job. He was only supposed to be gone for 2 week home 3 then go back until job was completed. But as soon as he arrived in Turkey the terrorism started with bombings, coup etc.. with all this happening never got paid for the first phase like promised so he could come home. He waited from May until Nov for his first phase payment which was another mess because they paid him for the whole job which now he has issue with paying all the taxes because that wasn’t part of the deal . He has just found out the his visa has expired months ago what kind of fines will he have to pay? He’s been there since April 14 and is still there he had a 2 week visa

    I am ending wy working experience in Turkey under a Turkish company with regular work permit issued by the government. I will move back to Italy but at the end of November (roughly the 20-22).

    My work permit ends October 27 (tomorrow) and I entered in Turkey last Sunday (October 23) with my passport + work permit. I read and the police at the control told me that I may incur into fines after 10-14 days of the work visa’s expiry.

    My concern is that if I have to pay or not as I have still entered into the country with a tourist visa (passport) and I will definitively leave before 90 days of my stay. In case I have to pay fines, I would like to know where to get more info as I am scared they could take advantage of my situation and ask money for much more that requested.

    my friend has been in Turkey since July and his tourist visa expires soon. The earliest appointment he got for his residence permit is in January. We are told that it is best not to leave the country between the end of the tourist visa and his appointment. He does need to leave the country though in-between for work. Are there any special permits that he can apply for? Someone said that you can get a 15 day permit to exit and enter the country, but we can not find it anywhere. Do you have any ideas?

      İf the foreigner is going to leave Turkey after his visa expired, he should pay the fine in airport and have a right to return back only after getting a new visa from his own homecountry. İf the foreigner will leave Turkey while his visa is valid, there will not be any problems to leave Turkey and come back and stay untill appointment date.

      Yes Mam if you left the country after you residence permit expired you should pay an administrative fine in the airport and ask for visa again in order to came back to Turkey ,the appointment date paper is not enough you should have visa to come again… İf it will be problematic to get a new visa for you, we would recommend you to stay in Turkey untill your appointment date.

You may be interested to know (and clarify) that for extension applications, the 5 business days start running when you complete the first page of the registration – NOT when you complete the actual application form and get access to the completed PDF version of the application (even though the 5 business days appear nowhere in the process until after you have completed the form and the system produces the PDF). As such, if you start the form, save it and return to complete it a week later, your 5 business days will already have lapsed and the application will be rejected on formal grounds.

      According to the Law, the duraiton of stay abroad for more than 120 days in the last one year will not be a reason for cancellation of the short-term residence permit. The duration of stay abroad will be regulated.

    • Foreigner can legally stay untill the appointment date in Turkey even if the visa has been already expired. İt is better to not leave the country untill the appoitnemt date. İn case if you decided to leave Turkey untill your interview time and your visa has already been expired, then you should pay the penalty at the airport on departure day.

      • Hi. Following up on your answer here. I am understanding from what you say that between the time the visa expired and the day of the appointment, one can leave and enter back the country by paying a penalty fee. Is that correct and is that valid anytime? Is there any risk that one might not be allowed back, even when the penalty fee has been paid? Somebody told me that if you leave before your appointment date you cannot come back before 90 days.. But shouldn’t one be allowed back for the appointment anyway?

      Thanks for your comment.
      Once the work permit has been approved by the Ministry of Labour, it is necessary to pay for work permit fee. The amount of fee depends on employee’s country of origin.

  214. I entered Turkey 1st April and departed 4th June on tourist visa. I had a three year residents permit which expired 11th April.I now wish to go back to Turkey 8th Sept and Leave again18th Oct. Is there a way this can be done within the law? Another R.P perhaps? Any help would be appreciated.
