RESIDENCE PERMIT IN TURKEY

e-book-uzun

Turkish residence permit system is governed by the Law on Foreigners and International Protection (Law no: 6458, Enacted 11.04.2013). In compliance with the Decision of the Council of Ministers dated 10.10.2011, No: 2011/2306, starting from 01 February 2012, the total duration of stay of foreigners who visit Turkey as tourists cannot exceed 90 days in any 180 days period. Foreigners who intend to stay in Turkey longer than mentioned period (90 days in 180 days period), are required to apply for residence permit.

DURATION OF STAY SHOULD NOT EXCEED 90 DAYS
According to above mentioned decision of the Council of Ministers, if their visa exemption period or duration of the visa is sufficient, foreign visitors may remain in Turkey without residence permit maximum for 90 days (either consecutively or separately) in any 180 days period prior to their departure. After 90 days, in order to remain in Turkey, foreign visitors need to apply for residence permit. If visa exemption period or the duration of the visa is less than 90 days, foreign visitors might extend this period up to 90 days within Turkey.

THE 180 DAY PERIOD IS CONSIDERED RETROSPECTIVELY
In calculation of 180 days limit, Law no. 5683 states that foreign visitors are not permitted to exceed 90 days within previous 180 days from their date of DEPARTURE. This means in the calculation of duration of stay in Turkey, foreign visitors should look backwards from their present point or from the day of their departure.

RESIDENCE PERMIT APPLICATIONS

Currently, residence permit applications are made directly to the newly established Directorate General of Migration Management through the online system. You may refer to Law on Foreigners and International Protection for detailed information about the residence permit application procedure, the different types of residence permits and the extension applications.

Residence Permit extension applications might be submitted online within 60 days before and in all circumstances before the expiry date of the residence permit. After the extension application, applicants will be given a document which is not subjected to administrative fees. During the extension evaluation period, foreigners will use this document to continue residing in Turkey legally.

Although it has been underlined that starting from 01.01.2015, First Residence Permit applications will be made through the Turkish Consulates, until further notice from General Directorate of Migration Management, first residence permit applications can also be made within Turkey through local offices of Directorate General of Migration Management.

From May 18, 2015, Residence permit applications started to be accepted through E-Residence system launced by Directorate General of Migration Management.

For the first applications and applications for transfer, foreign applicants need to fill the online form and get an appointment from the nearest office of Directorate General of Migration Management through the “Central Appointment System”. After filling the form, the system automatically shows the address of the nearest DGMM office and the list of the required documents, it calculates the application and card fee and also sets the available dates and times for the appointment . Foreign applicants can legally reside in Turkey with the application form until the appointment date. However having an appointment does not grant any right to enter or exit Turkey. Once the application is submitted on the appontment date and after having signed and stamped the Residence Permit Application Document, foreigners might exit and re-enter Turkey within 15 days.

In order to start the application form, system will ask for a cell phone number or email. As soon as you will receive verification code by email or SMS, you can continue your application form.

If you have already started to fill the application form,  you can continue filling it anytime by clicking on I WANT TO CONTINUE MY APPLICATION

As soon as you finish filling the application form, the next step is to arrange an appointment. For foreigners, who reside in Istanbul, the appointment date and time will be given by the system automatically. Foreigners, who reside in other provinces are able to choose the date and time of the appointment by themselves.

Once you choose the appointment date, the system will automatically calculate your residence permit fees, which could be paid by credit card or at Tax Office of your province.

Moreover, foreigners have an option to cancel the application form.

Typical short term residence permit application form contains the following parts.

Applications for extension are also made through the e-residence system. Applicants are required to fill similar forms and send the required documents along with the application form and payment receipts to the address of the nearest DGMM office within 5 business days. After filling the application form, an application document for residence permit is produced by the system. Foreign applicant is allowed to reside in the country legally using the application document as a residence permit until the completion of residence permit procedures, but this document does not grant the right to enter or exit the country.

  1. Hi thanks for everything, my qtn is they gave me an official visa for three months but there only 7 days duration of stay, but now I have exceeded them is it possible to apply for resident permit since 7 days has elapsed. Thanks

    • ExpatGuideTurkey ExpatGuideTurkey

      Dear Mr Kasim,

If your Visa duration is for only 7 days, once it has expired you can’t apply for a residency permit. However if you applied before the expiration you could get an appointment for the residency permit.
Since you Visa has expired you might have to pay a penalty at the customs. If you are planning to come back to Turkey don’t forget to pay the penalty otherwise your next visit might be more complicated.

      Best wishes,

  2. please I want to know if somebody in turkey that has resident permit in turkey can be granted visa to Australia ,Canada from turkey there with out any problem. thank you

    • Dear Chartino,

You have a right to apply for visa to Australia or Canada from Turkey in case if you do have a valid residence permit card.

      Thanks,

  3. I applied for a short stay residence permit and got this
    As an answer( see below)
    What should I do ?

Your Application Status : There is a Problem at the Phase of Card Printing. It is required to apply to Provincial Directorate of Migration Management.

    • Dear Francis,

In this case you should visit immigration office of your city and check with them if there are any problems with the card printing.

      Best wishes,

  4. Hi,my one year ikamet will expired 1week later. do i need notarized my house & go to vergy dairesi (to get a new nmber again) for renew my permit ? Because i will live in same house and i already notrized it a year ago & got my vergy dairesi number too . (Last year)

    • Hi, I will tell you about my experience, since you have already notarised you lease agreement and have not changed your residence simply provide copy of the notarised document and keep the original in case they ask for it. If you get your self registered at the “Nafoos office”, the office where you address needs to be registered, you don’t even need to get your lease notarised. It’s a simple procedure of 15 minutes and does not cost at all. You need to have a proof of your address such as a utility bill or house lease agreement ( doesn’t need to be notarised) and your existing Residence Permit. Address of Nafoos office in Kizilay is Sokak Bayinder-1 No. 24/B, Kizilay.

    • Dear Jasmin,

İf there wont be any changes in the address, there is no need to notarize the rental contract, you can use the previous one. Btw, the tax number is given only once, no need to re-take it every time.

      thanks,

      • Thank you so much. I also i filled my residence permit (renew/extension) from goç website but i am confused because system gave me an appointment time& day in (April 2017) which I should go as a person with my documents but in other way i saw in goç.gov.tr that for renew ,everything should post by ptt within 5days !
Now I don’t know should i wait until my appointment time in April or should i post them as soon within 5 days.

        • Dear Jasmin,

If system gave you an appointment date for extension of residence permit, it means that there is no need to send the documents by cargo within 5 days. You should wait untill the interview day and submit all required documents to the Immigration office in April 2017. (generally this happens to the foreigners whose first residence permit was given only for 6 months or less)

          Best regards,

          • Hello and thank you soooo much for your info everytime🙏🏻 Yes your right I had 1 year permit thats why i just got confused that they gave me an appointment.
In system print icon is still acctive for me but when I filled everything I clicked on make/change appointment and it gave me day/time ‘s date & said come to this address with ur documents!now all icons is gray (inactive) except “cancel application icon” and “print icon”

      • Plus i wrote correct expired date which is 12february .2017 But i found it in my application (which is impossible to do edits on it) it is written by system that expire day is 20februery2017 😢
,it will count like i gave them incorrect information .what should i do now ? 🙁 please let me know
        Regards

I am from Egypt and I will be issuing short term residence permit soon (tourist residence permit).

my question is, can I apply for US visitor visa from the embassy in Istanbul? (I am asking about the possibility to apply, regardless if they would grant me the visa or not)

    best regards

    • Hello Hanie,

Yes, you have such a right. Please contact the Embassy in order to get the list of required documents for the visitor visa.

  6. Hello,
I have currently been in Turkey for over 90 days. My ikamet appointment is next month (I applied a few months ago, before the 90 days elapsed). A job opportunity has come up for me abroad, so I’ve decided that I no longer wish to stay in Turkey and no longer wish to obtain a residency permit. If I leave noq, will I still be fined at customs when leaving Turkey even though I had scheduled an ikamet appointment before the 90 days elapsed and I no longer want gain residency here? What should I do in this scenario? Thanks so much.

    • ExpatGuideTurkey ExpatGuideTurkey

      Dear Stuck,

Unfortunately since you got an appoinment you are obliged to go to the appoinment. Otherwise you will be considered to have overstayed from the last day of your visa. Our advice would be to go the appoinment first and then get abroad.

    • Dear Sir, Madame,

thanks for that great forum you established.
My question is i want to renew my family residence permit after nearly 3 years, because my permit is expiring in over 50 days around.
i am from Germany and my passport was only valid about 6 month and at one of my last trips to germany i apply for a new one and picked it up and come back to Turkey.
Now i want to renew my Ikamet and the system tell me that my records are not correctly and its not possible at the moment to do it. What should i do ? I must make a new “first” apply ? what happend with my last 3 years ? Or should i go without appointment to Fatih and try to speak with them ? If i must apply for a new one it doenst make sense coz i am nearly 3 years in the country with family RP !!
      Thanks in advance!

Thanks for the great info on this blog

  9. I have work residence permit do I need visa for my family to enter turkey , or they don’t need visa

    • Dear Mr. Faysal,

As work permıt belongs to you, your famıly should have a visa in order to enter to Turkey. İn case if they plan to stay here for longer period of time, members of your family should apply for short term residence permit.

      Kind regards,

  11. Dear Expat guide
    Thanks for this valuable website
I live abroad and I am thinking to buy a house in Turkey and obtain a residency permit. so I can come to visit with the family in the summer
I would like to ask to ask about the 120 days rule. If I stayed more than 120 days outside Turkey in a 12 months period, will my permit be cancelled.
I heard that the rule was cancelled recently,is this correct ?
    Your input is appreciated

    • Dear Mr. Hasan,

Thank you very much for your email.

Yes, this is correct that 120 days rule has been cancelled already. Currently, foreigner is allowed to stay outsıde of Turkey for not more than 6 months each time.

  12. Im going to apply for resident permit ( touristic purposes) for 1 year. Is it possible instead of rental agreement to submit a letter from Turkish citizen, who will accommodate me in his house? Should this letter be notarized as well?

    • Dear Ms. Lana,

      Thanks for your message.

Yes, you can provide a letter of undertaking which will idnicate that Turkish citizen will provide you with accommodation. This letter should be notarized as well.

  13. hello, im working here as a nanny for almost a year though i.m from philippines. i came here through a working visa which will expire on April and was issued with a working permit that will expire on March this year. my concern is i wanted to change employer right after my contract here ends on april. how can i transfer to a new employer legally?

    • Dear Ms. Loina,

You can make a transfer application from one employer to another only while your work permit is still valid. Once it will be expired, the only way to get a new work permit is firstly to apply for residency permit and later to get a work permit on the basis of this residency.

İf there will be any questions regarding the work permit, kindly ask you to contact us via 444 7 284 or write an email to info@expatguideturkey.com

  14. Hi , Thanks for your informative website. I have a question. I am Pakistan national and workin gin China, now I have a chance to transfer turkey at senior level, so can I and my family enter turkey on evisa and ask my employer to apply shor term residence permit for us ? and usually appoitment dates need to wait how long time to get for interview.
secondly, or first I need to come and get my residence permit and then ask my family to arrive and apply residence permit. What is the best way , can you please guide it.

    Thanks Malik

    • Dear Mr. Malik,

Yes, you can enter Turkey on evisa and apply for residence permit in order to extend your legally staying here. Let me inform you that residence pemrit only allows you to stay in Turkey, if you are planning to work here, in this case employer should get a work permit for you. Once you receive a work permit, you can get a residence permit for members of your family easily.

If there will be any further questions, please feel free to contact me.

      Best regards,

      • with reference to my previous questions , i still need your more guidance to clarify and ask the questions that I believe will be very helpful for other readers as well, suich as :

        1) I am from Pakistan and working in China. My company told me that if I will come to turkey with my family than we all can apply residence permit , that will takes around 3 months to finish after getting appoitment and after my residene permit they will apply my work permit in 45 days , so my question is that our residence permits will be of what nature/catagory, will it be based on tourist/famiy or short ?

        2) can I send my kids to school based on short /family residence permit of tourist?
        3) Another possibility is that I can apply the work permit directly from china and get my card on arrival , so shall I apply the residence permit of my family in china in turkish embassy or will they come on evisa and apply the residence permit? which is the best way?
        4) Can I OPEN one bank account and keep money for a family of 4 to show that i have moeny to afford their daily expenses as per the requirements.
        5) For Insurance I can buy from you for my family or buy socual security , either one can work or must buy both?
        6) last for birth and marriage certificate, they all in english so do I need to attest from turkish consulates out side turkey or just need notarization in turkey and turksh translation ?

Looking forward to your answer and help thanks

        • ExpatGuideTurkey ExpatGuideTurkey

          Dear Sir/Madam,

We will be glad to answer your question as follow :
1-Once you got a Valid Visa for Turkey you might apply for a Residency Permit wich might take between 1 to 4 months according to the city where you apply for it. You will at first apply for a Touristic Residency permit, once you got the residency permit you might apply for the Work Permit, which will replace you Residency Permit, it will take around 30 working days.
2-Your children will be able to go to school when you will get the residency permit. However as long as you stay with a Visa your children won’t be able to go to school since they are legally staying in Turkey for a temporary time.
3-In your case applying directly for the work permit will be better since you won’t have to wait for the residency permit and it will cost you less. Once you got your work permit your familly will be able to apply for a Visa for Turkey and when they come to Turkey they will be able to apply for a family residency Permit Since you are already legally working in Turkey. We would strongly advice to choose this way for you, since it would be faster, cheaper and less complicated since you won’t have to get a residency permit first.
4-Yes, in the case you apply for a residency permit you can show only one bank account for your whole family. The bank account don’t have to be in Turkey as long as the bank statement is in english, but it would be better if it is a Turkish Bank Account.
5-In the case you get your work permit from abroad, your family won’t need to get a private insurrance policy because they will be covered by your government social security of your work permit.
If you first apply for a residency permit you will have to get a private health insurrance for every member of your family.
6-For the birth and mariage certificate translating and notarising it in Turkey would be enough. However you can also attest it in Turkish consulat. both would work.

          Best regards,

  15. Hi, I have a Turkish residence permit based on my Husband’s work permit. The expiry is January 27, 2017, I have filled in the form at the website e-ikamet.goc.gov.tr , the application was completed on December 26, 2016 and I got it printed but the interview date tab is not being highlighted. Can you please guide me, what to do next. As this is my first renewal, I don’t want to stay here illegally. I am very worried, people are saying, you should hire some consultant, but the Govt. Website discourages any such arrangement. Any help will be appreciated.

      Hello Ms. Khan,

In order to make a residence permit extension, first you should fill the form at the Immigration offcie system. Once it will be completed, applicant should send the documents by courier within 5 working days to the Imiigration office address, that is why the interview date is not indicated in the application form.
If you need an assistance in residence permit extension, please feel free to contact us via lyuda@expatguideturkey.com

    • If you are in Turkey then go directly to the immigration office at Emiyet Fatih police department for emigration and lay your complain. Your problem willbe solve there. Or you reprint your form maybe there was a mistake. There is some appointment consultants who can help just for the appointment form and nothing else. When you get to the immigration police building at Emiyet Fatih go straight (if you are coming from the metro subway) upon compliting the police fence take the right Turn and take like a twenty meters walk right before you there are some small offices there. It is written for appointment. Go there and they will help you reprint your form correctly with the appointment date.

      Dear Mr. Abdessalem,

According to the Law, foreigners wishing to obtain residence permit in Turkey should have a passport with an expiration date of at least 60 days beyond the “duration of stay” of their residence permit.
That is why in order to get a residence permit you should have a valid passport. Our suggestions will be to return back to your home country and renew your passport.

  18. Hi may I ask if I applied for RP through the help of my friend here in Turkey, can my friend cancel my RP anytime? Because I used their address and I’m afraid if they can cancel it anytime.
    Thank you

    • Dear Ms. Olivia,

The residence permit card could be cancelled only by applicant, in case if your friend didnt provide letter of undertaking which states that he/she is responsibe for all expenses in Turkey.

  19. Tom

I went for a renewal of my resident permit on august 8th, and was told that i spent more than 120 days outside Turkey In the past one year therefore it is cancelled. And after sometime, it was mentioned in the media that the 120 rule is abolished. My question is, For those people whose permit was cancelled by that time, who still remained in Turkey after then, what consideration or justice should be given them regarding their cancelled short term resident permit. Can they re -apply? Or what exactly should be done?

  20. Hi Sir,
My fiancé has an unusual situation he is an architect that took a job from Sweeden to Turkey for a 3 phase job. He was only supposed to be gone for 2 week home 3 then go back until job was completed. But as soon as he arrived in Turkey the terrorism started with bombings, coup etc.. with all this happening never got paid for the first phase like promised so he could come home. He waited from May until Nov for his first phase payment which was another mess because they paid him for the whole job which now he has issue with paying all the taxes because that wasn’t part of the deal . He has just found out the his visa has expired months ago what kind of fines will he have to pay? He’s been there since April 14 and is still there he had a 2 week visa

    thank you

  22. One quick question.

I am ending wy working experience in Turkey under a Turkish company with regular work permit issued by the government. I will move back to Italy but at the end of November (roughly the 20-22).

My work permit ends October 27 (tomorrow) and I entered in Turkey last Sunday (October 23) with my passport + work permit. I read and the police at the control told me that I may incur into fines after 10-14 days of the work visa’s expiry.

My concern is that if I have to pay or not as I have still entered into the country with a tourist visa (passport) and I will definitively leave before 90 days of my stay. In case I have to pay fines, I would like to know where to get more info as I am scared they could take advantage of my situation and ask money for much more that requested.

    Thanks in advance,

    Jacopo

      hello and welcome sir/madam
first of all you should be informed that after work permit expired you have 10 days to leave the country to not pay the fines
and regarding the fine fees they can’t take advantage of your situation becouse the police in airports counting it
      it’s standards don’t worry

  25. Hello,

my friend has been in Turkey since July and his tourist visa expires soon. The earliest appointment he got for his residence permit is in January. We are told that it is best not to leave the country between the end of the tourist visa and his appointment. He does need to leave the country though in-between for work. Are there any special permits that he can apply for? Someone said that you can get a 15 day permit to exit and enter the country, but we can not find it anywhere. Do you have any ideas?

    • ExpatGuideTurkey ExpatGuideTurkey

İf the foreigner is going to leave Turkey after his visa expired, he should pay the fine in airport and have a right to return back only after getting a new visa from his own homecountry. İf the foreigner will leave Turkey while his visa is valid, there will not be any problems to leave Turkey and come back and stay untill appointment date.

Hi! Thank you so much for your informative post and continuously answering people’s questions on the comment thread.
    I really appreciate it!

I also have a quick query!

My residence permit expired Sept. 18, my appointment for renewal is on January 6. I would like to go to Norway (where my family is based) for Christmas in December. You already mentioned that if you want to leave the country after expiry of your permit, you will have to pay a fee when you departure.

I don’t mind paying that, but will I be allowed back into the country?
I’m from the Philippines and we need a visa to enter Turkey. Will my appointment confirmation application suffice for re-entering Turkey? Or do I need a visa? Or is it really much better to just not leave?

    Thanks for your time!

    • ExpatGuideTurkey ExpatGuideTurkey

Yes Mam if you left the country after you residence permit expired you should pay an administrative fine in the airport and ask for visa again in order to came back to Turkey ,the appointment date paper is not enough you should have visa to come again… İf it will be problematic to get a new visa for you, we would recommend you to stay in Turkey untill your appointment date.

    • Hello,

İf you decide to leave the country before your Rp will be expired, then there is no need to pay penalty at Customs. However, if you leave Turkey after the expiration of Residence permit, you should pay an administrative fine.

      Kind regards,

As such, if you start the form, save it and return to complete it a week later, your 5 business days will already have lapsed and the application will be rejected on formal grounds.

  35. After the recent amendments to the law on foreigners and residency, what is the duration allowed for the resident to stay outside Turkey consequetively and in one year?

    • Dear Mr. Hafez,

According to the Law, the duraiton of stay abroad for more than 120 days in the last one year will not be a reason for cancellation of the short-term residence permit. The duration of stay abroad will be regulated.

      • Does this rule also apply for those with a Student Permit? One year ago I had to leave Turkey to return home because my father was ill. I was enrolled in a Master’s program and would like to return to continue my studies. My student residence permit is still valid. Can I enter Turkey without any problems?

  46. When you renew your short term residency permit, does your 120 day allowance start again. For instance, if your residency permit is up for renewal on 18th July and you’ve had 114 days out in the previous 12 months, do those days roll over onto your new residency or do you start with a clean slate with 120 days? Thank you

  53. How long can I be out of turkey with one year residency please
How do I apply for long term residency and how do I qualify

  54. Hi there,
I have a Turkish residence permit for one year. It expires on August 10. I left Turkey on February for two months then came back to turkey and stayed there for a week, after that I left Turkey again and mow planning to stay outside for another two months. I am still outside turkey and planning to go back to the country on 1st June . This means my stay outside turkey may reach 120 days but not continuously. Would my residence permit be cancelled in this case?

  55.  I didn’t know that duration there shouldn’t exceed 90 days. Thank you very much

  56. Hi

I wish to make a transfer from short term to student resident permit, because i am now a student in turkey for about 3 months now.

What are the rules and guidlines

    • Good day Mr. Habib,

In order to change the status of residence permit from short term to student residence permit, you should take an appointment date at the İmmigration system and apply for student residence permit. The list of required documents could be found in our website https://www.expatguideturkey.com/residence-permits/

      Thank you

  57. I have a emirates residence permit and it is mandatory to enter uae every 180 days.
and I have also turkey residence permit what is the rules for entering to turkey ?
    any time?
    before 6 months?
    or ???

    • Hello Mr. Hussamuddin,

      Thank you for your message.
As I understood from your message you have short term residence permit which allows you to stay outside of Turkey for not more than 120 days within a year. İf your stay outside of Turkey exceed 120 days within a year, then your residency card will be cancelled.

      Best regards,
      ExpatGuideTurkey team

  58. I gave by mistake a wrong fone number to contact me in the application of renewal my permit residence what could happen

  59. I have set appointment for my application 15.1.2016. Am I allowed to leave Turkey before that date?

    • Foreigner can legally stay untill the appointment date in Turkey even if the visa has been already expired. İt is better to not leave the country untill the appoitnemt date. İn case if you decided to leave Turkey untill your interview time and your visa has already been expired, then you should pay the penalty at the airport on departure day.

      • But can I leave Turkey once I applied for residence and before my visa expired? Thank you!

      • Hi. What if the case is one of a Renewal of Residence permit? I am currently in Turkey and my short term residence permit will expire on OCtober 12. I have applied for a renewal and my appointment is on January 19. Will I need to pay any penalty if I decide to get out and return between Oct 12 and January 19? Or I do have a 90-days right of a touristic visa starting Oct 12?
        Thank you in advance,
        Hrag

      • Hi. Following up on your answer here. I am understanding from what you say that between the time the visa expired and the day of the appointment, one can leave and enter back the country by paying a penalty fee. Is that correct and is that valid anytime? Is there any risk that one might not be allowed back, even when the penalty fee has been paid? Somebody told me that if you leave before your appointment date you cannot come back before 90 days.. But shouldn’t one be allowed back for the appointment anyway?

  60. I need to process my initial Work Permit from outside Turkey. Just want to know that the Bank Draft for Work Permit Fee has to bo made in favor of whom and for how much amount.

    • Dear Sir,

      Thanks for your comment.
Once the work permit has been approved by the Ministry of Labour, it is necessary to pay for work permit fee. The amount of fee depends on employee’s country of origin.
