As per article 5 of the law no.5253 on Association Law, “Foreign associations may pursue their activities; cooperate and open representations or branches, found associations or supreme committees or join existing associations or supreme committees in Turkey upon permission of Ministry of Interior and consultation with Ministry of Foreign Affairs.”
Opening Branches or Representations is the most common act for the operations of Foreign CSOs (including NGOs). Below you may find common required documents for opening foreign Representations and Branches.
REPRESENTATION AND BRANCHES
- The apostilled statute of the foreign CSO in its original language
- Notarized Turkish translation of purposes and activities sections of the original statute of the foreign CSO (Approval of the Turkish Consulate in relevant countries is accepted)
- A decree or board resolution stating the people authorized as representatives in Turkey by the competent organ of the foreign CSO.
Representations can be established by one person who is in charge to carry out activities representing the foreign CSO. Representations cannot register members and may not have organs such as executive/ auditing board and general assembly.
Branches can be opened by at least three persons, within six months; branches should register members and should establish their organs such as executive/ auditing board and general assembly.
All foreigners who will be involved in the activities of Foreign NGOs should have residence and work permits. During the opening procedures, if the representative(s) will be foreigner(s), residence permit(s) of this/those foreigner(s) should be submitted with the other required documents beforehand.
